my friend has a core 2 duo processor but he has some older hardware on his pc, so is it possible that he can downgrade it to a pentium 4 processor?

That would depend on the motherboard. I've never heard of someone going backwards with technology, so I recommend getting the user documentation for the system motherboard and see what processors are supported by it.
