Problems with OS

I didn't know under which category to post so here goes:
I have Vista Home 32 bit (SP 2), EMachines computer
1.6Ghz Celeron 420
3 Gb RAM
136Gb HD

My Problem is that whenever i try to start up a program, it takes it way too long to start. Depending on the program it could take from 1 min up to 5 min to start up (if at all). System often freezes/crashes whenever i try to open/close a program, or even open/close a folder. (I end up often having to force reboot by holding down the power button). I often get the "Failure: security options" error when trying to open up the ctrl+alt+del screen.

I'm not sure, but the problem doesn't persist in Safe Mode, but i checked all the drivers in regular mode, and none of them are inhibiting the system (to my knowledge).

Half my HD is empty, my CPU isn't overloaded, and my RAM isn't being used up much either.

I got this problem after installing a program (MagicISO), which i uninstalled, so i think it might have been a coincidence.

Here's what I've tried to fix the problem:

-Ran virus scanner (Webroot)- didnt pick up anything but bunch of cookies and a couple of trojans (all of which i deleted afterwards)
-System Restore - I didnt have a restore point set, so it didnt work obviously
-Defragged the HD (first with default Vista defrag then with defraggler)- didnt help
-Uninstalled all the unnecessary programs i had (games, vid converters etc) - didnt work either
-I even dusted the inside of the computer because some people suggested that.

So if any of you have solutions or have experienced this before, please help.
