Whichever way I restart, this fault repeats. Any solution would be much appreciated.

If this is a recent problem, you might try a system restore to a point before the problem started. Info here if needed: http://www.vistax64.com/tutorials/76905-system-restore-how.html
You could also try a System File Check. http://www.vistax64.com/tutorials/66978-system-files-sfc-command.html
