I was wondering if there was a way to setup a restriction on Windows Vista Home Premium 32bit, to restrict users changing the background? as their is a shared account between two kids (14 and 11) i want to keep one locked as the default no matter what they do..

is this possible?

Yes there is, but you will need to do it in the registry in METHOD TWO in this tutorial.
