Opening programs

PC has 2 users. One user cannot open any programs, web browsers etc. Upon clicking on the program one is given a screen saying

Open with

(then file/prog name)

Recommended program which is always IE

Other user is fine.

Help please.

I would try this
First Scan with your anti virus then download and run this to be sure the problem was not caused by malware
http://www.malwarebytes.org/
Then try the following solutions

http://www.vistax64.com/tutorials/69758-default-programs.html

If the problem is not solved, try a system restore

If neither idea works, try opening a new user account.

Hi treied as you said but no luck. As disk C is currently at its limit I am going to do a fresh install and hope all is well after.
