Odd problem with restarting PC

Hello. I am having serious problems with restarting my PC. Last night before bed I changed my 32 bit vista power scheme from the highest power setting to the balanced setting. Everything was fine, I went to bed. When I woke up my PC was off and I am completely unable to restart it. The green light on the back is indicating that the PC is receiving power from the outlet but the power button is unresponsive. Is my power supply shot? Any help is appreciated.

If it's a laptop, try disconnecting the battery for 10 or 15 minutes, then reconnecting and powering up again. If it's a desktop, pull out the power cord or flick the "on/off" switch on the back of the power supply, again for a few minutes at least.

If the thing still utterly fails to show any signs of life after that, it's almost certainly a hardware fault.
