No Option for "properties> change icon"

Sometimes RM does not show properties> change icon.

1. In Vista, what determines this?
2. How to change an icon that does not show this option?

I would like to use my custom icons for different shortcuts, as well as actual file icon changes.

I would like to use my custom icons for different shortcuts, as well as actual file icon changes.

You can't change the icons for files in Windows. The icon that is displayed will either be a thumbnail or the associated programs icon.

You can only change the icon of shortcuts in Windows. If you need help doing this then let me know.

You can also change the icons of programs (.exe files) with programs such as Resource Hacker:

And if you need help doing this then I would be happy to help you.

Thank you for your help.
I have Icon Workshop, and can open an .exe it shows all the sizes and different file types for the program.
In the case of the icon shown for pmg messiah 4.5, it only has the one icon for all it's file types and I would like to create new icons for each type.
