No Access to Browser

I'm trying to help a friend who has a Sony VAIO Laptop Model PCG-7V2L that she bought abroad. She thinks this model is American. The problem appears to be that the User files that hold files to access the Internet via her browser won’t allow Windows access. An error code 0x800 70463 is produced.

Also we can receive emails using Windows Live but not send any.

System Restore only goes back a few days and this is not enough to pre-date the problem.

Dear Richard,
First, thanks for being prepared to help me solve this problem.
I went via the Control Panel to User Accounts and found the lady who owns this machine I have next to me is also the Administrator. So I guess I have full access to any files.

What do you suggest I try next? I have never altered or changed any system files before.

I would suggest that you use the administrator account, that I posted, above, and see if it gives you access.

I've switched off the UAC and restared the computer.

Do I need to check anything is working or not?

With that adminsitrator account see if you can get internet access..

I started Windows from shut down and signed using the Admin password, the browser opens as before with the favorites column is in place but the same message 'Internet Explorer cannot display the webpage. The usual box saying ' Diagnose Connection Problems'. When clicked this goes through its test (Windows Network Dianostics) and says: 'Windows did not find any problems with this computer's network connection'.

Just a thought make sure this is not some sort of Virus
Make a full anti virus scan after you update the AntiVirus.
If you have Malwarebytes, make a full scan with that too.

I'm running SUPERAntiSpyware now - this may take some time. If the one you suggest is far better then I'll change to that when I get back on the net with that computer.

Other things noticed in case they offer clues:

In Explore looking at the file structure there some 30 plus files in the (C:) Local Disk called MFT 820 up to MFT 200058 - not consecutive. If I look in then at random they seem to be either applications, .dll and some are x86_microsoft-windows..........

Also I can look inside any files easily except when I try to open the one called 'Network' which afrter some delay reveals Users (with a green mark under the icon file symbol) and Printers. The Users file has a '+' sign but if I click on the file it will not open even after waiting for ages - then a message appears that says 'Windows cannot access \\JOEYRAE-PC\Users. Joey Rae is the name of the owner. After clicking 'Diagnose' it runs the test routine and says: Windows found a problem that cannot be repaired automatically. Contact your ISP or network administrator etc........'

The anti-spyware software has been running for 20 minutes and found no bad files in Memory and Registry Items and one so far in File Items called Rogue AntiSpyBoss-Fake Threats.

To do a good job with the anti virus.
You need something like Avast, Microsoft Security Essentials, etc. and Malwarebytes.
superAnti Spyware is not a good substitute for a good Anti Virus.

OK but I can't load these on to the computer until I have access to the internt.

Is there some programe that is missing or damaged that links the browser - probably IE version 9 wich seems to open just fine - with the network connections? This seems to me what is missing as the network - ethernet or wireless appear to be ok as I'm using either of them on another computer.
