New Build, Slow Internet

I've been getting slow internet speeds for the past several months, and now again on my new pc build. Often a window comes up in advertising spaces that says, IE cannot display webpage. See the attached screenshot.

Last night Speedtest.net showed these speeds - Download 1.87 Mb/s
Upload 0.11
Ping 193 ms
Today at noon Download - 2.05 Mb/s
Upload 0.12
Ping 108 ms

I checked the Realtek PCIe GBE Family Controller, and it seems up to date.

Ed, I'm still looking for the rated ISP speed. Think its 1.5mbps.
As to rebooting the router I'll have to wait until tonight when the internet really slows down.
BTW I'm running Vista 64, pc has i7 Intel cpu, and 12 gb Ram.

I ran the Vista sysinfo tool and have attached. Thanks for helping.

I rebooted the router last night, and it did the trick.

Speedtest results at 9:51 pm - Download - 0.13
Upload - error
Ping - 142

After router reboot at 10:01 pm - Download - 2.09
Upload - 0.13
Ping - 119

What can cause the router to bog down like this? Forgot to mention, I'm wired to the router.
