I have NO idea what's going on:

Keep getting Error Detection notices 1066 for webcam
Audio Service is not running
Windows Explorer (not responding)
USB not registering at all - doesn't even recognize that something's plugged in
can't turn on firewall via Windows Security Alerts
unable to install Vista Service Pack 2 "due to system error"

someone PLEASE help!!

That does not look too good. If I were you, I would reinstall the system. That is probably easier than trying to chase all those problems.

Hi chsubick, welcome to the board,

You have got bad virus. Besides reinstalling vista, you may try to restore system to the point before all these happened. If it didn't help, try to boot with OS CD/DVD and repair by restore from there.

1.Import this fix to registry View attachment FixS.zip + restart computer
2.Run cmd.exe with administrative previlliges (right click on cmd.exe as admin) and type:

sfc /scannow

3.MS about USB devices problems Advanced troubleshooting tips for general USB problems in Windows XP

4.Uninstall all 3p security software -firewall ,antivirus,antimalware

If above steps don't help diagnose your computer

-Make sure you don't have any infection -use i.e DrWEB LiveCD to diagnose FREE Dr.Web LiveCD To Scan and Remove Virus Without Starting Windows » Raymond.CC Blog
-Make sure your hardware is fine;diagnose your memory,motherboard,hdd
