Startup problem on vista labtop(32-bit)

So, I tried to start it up this morning to find an error saying that Windows failed to startup due to recent new hardware or software. It gave me the options of repairing or starting it up normally again. I tried to repair only to find it restarting 5 minutes later and freezing after the Windows logo. It was just a black screen. Restarted it and after getting the page that Windows did not shutdown properly, I tried to startup normally and was greeted with the automatic updating page and it was on 0%. I thought it was fixed until about an hour later when I noticed it was stuck on 0%. It didn't freeze but it was stuck on 0. Restarted it a bunch of times trying to get windows to work. Safe mode, safe mode with networking, etc. Nothing worked. I got this popup during one of restarts that said this:

LogonUI.exe

C:\Windows\system32\OLEACC.dll is either not designed to run on Windows or it contains an error. Try installing the
program again using the original installation media or contact your system administrator or the software vendor for support.


Now, what I think might of happened was that when I left my labtop on last night, it shutout during the updates and caused sort of corruption? I dunno. My labtop is known to freeze when the lid is closed over time or simply stay in sleep mode. It's been doing this freezing thing for awhile now though and I've kinda ignored it. Would anyone know what the problem could be? Any sort of help would be appreciated. Thanks.

I get that a lot. When I switch hard drives. I reset the OS. Saves me time, well not really it takes like an hour. but still thats what i do. in fact i had that today
