Is this over the phone lines or do you get Virgin cable in Cardiff ?

Have they given you any explanation why you're only getting that speed, by the look of it the ping was taking it's time have you tried the Maidenhead server or London.

The upload is low but the download was a lot better than I used to get with my previous ISP, that was only 0.50 Mb/s and I was paying £23 a month for it.

You tried the test during the peak time as well which could account for the speed being lower than expected.
