Long Wait for download to begin

Hi I use Vista Ultimate

and everytime i click on a download it takes ages before the save window appears
the download is happening, net traffic occurs, its as if it bufferes the file before it brings up the save to where window, sometimes it arrives as the download is complete (small ish files)

is there a way of changing this?

its really annoying as you go and do something else, then miss the download as vista hides the save to window and the download times out!

had a constant file download at 699KBs (7 Mmbs approx) download on another machine
so i know the internet connection works fine

though speed check somtimes gives silly results had 200Mbs + down once!!!
