Solved Locking Window sizes?

Ok can anyone tell me how to LOCK a windows size when its not Full.
Like IE 7's window when you open an addtional or pop up, one day its one size next time its another.
Also Windows like Control Panels window I want it to be a certain size when I open it.
Any help is appreciated, Thx

Take the screen out of full screen and use the cursor to resize the window?

That will take care of all new windows you open when going to click on a link. I wouldn't recommend the Outlook or Windows Mail setting being checked off however since any new mail you go to create will be maximized instantly.

In Vista and in 7 when wanting to open a second window there for copy+paste or browsing two separate drives, partitions, folders the ctrl-n key combo sees a second explorer window open to the exact same size.
