Links do not open

When I click on a link I get the message: Windows cannot open this device or file. It may be because you do not have permission.
I am the Administrator. I don't know of any other permissions I could have.

First, you must be sure that you are not talking about a protected folder. These folders have limited access due to the fact that unless you have extensive knowledge with the OS, you can create serious problems.
If you do not have access to your folders or software, permissions can be changed.
