Limited Connectivity

I'm running Vista Ultimate 32-bit SP2. I have "limited connectivity" on an "unidentified network", Local Area Connection 9. The router says it's a Westell ADSL2+ and the adapter being used on the tower is ASIX ax88772 USB2.0 to Fast Ethernet Adapter. I was also on Microsoft Answers trying to fix a BSOD but I now can't access the site. I am running Safe Mode and can't diagnose the connection ---See below for connection Status details. I can't make paragraphs and I apologize for that.

I am leaving out Properties that have no value so it's hopefully easier to read. The speed is reported to be 100.0 Mbps... Description is ASIX ax88772 USB2.0 to Fast Ethernet Adapter.... Physical Address is 00-50-B6-08-EF-11... DHCP Enabled is yes... Autoconfiguration IPv4 Address is 169.254.103.20... IPv4 Subnet Mask is 255.255.0.00... NetBIOS over Tcpip Enabled is yes... Link-local IPv6 Address is fe80::58b6:68f2:1cb:6714%22... IPv6 DNS Servers are fec0:0:0:ffff::1%1, fec0:0:0:ffff::2%1, and fec0:0:0:ffff::3%1 ---It is an AT&T connection, a DSL cable goes from phone jack to the router and an Ethernet cable goes from the router to the ASIX adapter.
