Welcome
Start with the driver
Go to search, device manager and uninstall the driver for the CD drive
Then install the most current available.
Then reboot see if that helps

If this is a new problem, see if a system restore will solve the problem.

Make sure that there are no DVD in the Drive.

Boot in safe mode if the drive does not spin, try a clean boot so we can diagnose.

Hi Rich, it doesn't even get to the point of starting the laptop up. So I can't delete drivers, access safe mode etc - I think its just constantly in a loop of attempting to start.

If you shut it down and then during boot continually hit f8, you cant get to safe mode?
