How can I get rid of that bar that comes up on the right side of my screen every time I boot up asking me what language I want to use?

Hi bef1943 and welcome to the forums 
To do this, click the start orb and type 'Regional and Language Options' into the search box and press enter/return. Select the 'Keyboards and Languages' tab, click 'Change keyboards...' and then select 'Language Bar'. The following image is what you should see (note that I have rearranged the dialogue panels to make it clearer).
Next, follow the instructions from the image below. This was taken from 'Tweak Guides Tweaking Companion for Vista.
