Its Not the Internet but its the PC...

i was just on the phone with FIOS tech. to make it short, we bascially went through all of the troubleshooting, and nothing helped. the reason is because i went on the desktop thats running XP, and did the speed test, and try to watch a youtube video, and it worked perfectly fine.

Speedtest Results:

[XP] - 4.8 Mbps down / 1.8 Mbps up

[Vista] - 0.21 Mbps down / 1.8 Mbps up

with vista, sometimes i can't even do a speedtest. when it prepares to download, it usually freezes at that point, and doesn't even start the test. also, running youtube on vista doesn't even work. i'll be just staring at the black screen with the circular loading icon in the middle for who knows how long. lastly, when i try to look at pictures say on a forums for instance, some pics will load, but the rest will load either load a quarter to halfway.

sometimes, the PC will run normally such as loading videos, and pictures. but most of the time, it doesn't. i also noticed that in my physical memory i have:

Total: 4093
Cached: 2926
Free: 51

Physical Memory: 37%
CPU Usage: 1%


Computer Specs:

Intel Core 2 Duo 3.0 GHz E8400
EVGA 780i SLI Motherboard
G.SKILL 4GB DDR2 800
Seagate 500GB HDD
Corsair 650TX 650W Power Supply
EVGA 260GTX 896MB Graphics Card

Which version of IE you are using? Is this happening with other browsers as well? Can you also tell us, what Add-ons you have enabled.

i generally use firefox. but it is affect other browsers too such as IE, and chrome.

the problem is that, i've tried downloading that a couple of days ago, but when i download the file, i'll only get part of the file. either that or it won't download at all. firefox says that "unknown time remaining". so i pause the download, and unpause it to get it running again. i would have to do that over and over whenever the download stops. but for some reason i cannot download malwarebytes at all.

i just tried it again, and got 3MB out of it. but its not the whole thing, and when running it of course, it says that the file has been corrupted.

Alot of times this happens when an anti virus has a problem with firefox. Sometimes its necessary to disable the AV download then re-enable. what are you using for antivirus?

i'm using kaspersky internet security 2009. but right now, my computer is running normal again :D. i think the cause was the highly restricted level with TCP/IP. so i autotuned it to disabled, and now things are fine again...for now. i'll give you guys an update in the future to see if i just had to autotune the whole time.
