USB is a bus while a CD drive is a device so direct comparisons between them are meaningless. There are USB CD drives. If you are referring to a USB device such as a flash drive or an external hard drive they will be faster because of the higher transfer rate and the much shorter seek time.
 

My Computer

CD/DVD has mechanical read head that has to move to read/write the data. USB flash drives have no mechanical parts so will always be much faster.
