I suppose that you could disable write caching for the USB devices for quick removal to no longer need to use Safely Remove Hardware to eject them.

Thanks for the link, after reading the information from my understanding the quick removal option main benefit is if a flash drive were to be accidentally pulled out of its port, the data being written to it is much less likely to be lost that doesn't prevent any regular user account from ejecting the usb and I mean the eject option in the usb icon right click menu still works fine even though the quick removal option is selected by default for usb devices.
Actually is there a group policy which can prevent ejecting usb devices on the usb right click menu? So far I tried the Devices:Allows to format and eject removable media group policy by selecting only administrators account can only remove removable devices but doesn't seem to work.

I have never hears of a means of restricting access to the USB eject button. I expect the reason is - what useful purpose would it serve? It isn't a security measure because anybody with physical access to the computer can remove the device at any time.
