Important Vista services have stopped. Please help

Hey Vista Experts. Need some help.

I am running Vista Home, 32 bit, with SP2.

I turned on my laptop, and there was no wireless internet. Turns out a lot of important services have stopped and I cant turn them on.

They include:

DHCP Client
Diagnostic Policy Service
IPsec Policy Agent
Network List Service
Network Location Awareness
Office Source Engine
Windows Firewall
Windows Time

I managed a workaround by defining an IP manually to my wireless card, and at least it connected to the internet, but DHCP is still stopped. So is the Diagnostic service, so the "repair button" wont work either.

When I go to services and try to start them, I get the error, "Access is denied", or "The dependency service or group failed to start".

My Network sharing centre is saying the same thing. Firewall is also disabled, error is "Security centre cant turn on windows firewall".

Something is clearly stopping these services from starting. I dont know if its a virus or a recent Vista upgrade. Sometimes its bloody hard to tell them apart.

Already ran MalwareBytes Anti-Malware. Found nothing. Tried restarting a dozen times. Nothing. Removed my user password. Still nothing.

I am currently in the process of downloading Vista SP2 again. Even though its already installed, should I try to reinstall the SP in hope of everything going back to default settings?


Windows Vista is seriously affecting my will to live. Please help me fix my laptop. :(

Googling around I discovered that "Base Filtering Engine" is very important for DHCP and Firewall functions. But I cant find a "Base Filtering Engine" anywhere!!! Not in my services, and its not even listed in the Windows Firewall dependencies.

Can anyone confirm that Vista 32 bit version should have a "Base Filtering Engine"?
How do I get a new "Base Filtering Engine"?

Please help.

Didnt work :(

It seems my Base Filtering Engine has been completely removed from my services. Its not even listed in the dependencies like it should be. I have located BME.dll in system 32 folder, but how do I get it back running?

Windows could not start the Diagnostic Policy Service on Local Computer. Error 5: Access is denied.

Windows could not start the Windows Time service on Local Computer. Error 5: Access is denied.

Office Source Engine oddly started this time. But no change to the original problem.

I also ran the following commands to start BFE in command prompt running as Admin.

Open regedit and drill down to hklm\software\microsoft\windowsnt\currentversion, select svchost. In the right pane you winn find the localservicenonetwork, double click on that and add BFE as showed in the screen shot.

Give ok.

and download and merge the View attachment bfe.reg.

Restart your computer, this will install base filter engine service for you

Post back the results. :)

Ok, the good news is that BFE is now installed. Its listed in Services. And also listed in Firewall dependencies.

The bad news is that I cant get it running. Error 5, Access is Denied.

Definitely some progress.

That is what i thought, because the problem is not with you bfe service. Okay lets find out.

Type eventvwr.msc in run and you will get event viewer. find event related to this and post back.

Try to start all the problematic services from command prompt and post back the results for all of them :)

  1. click Start, click Run, type regedit in the Open box, and then click OK.
  2. Locate and then right-click the following registry subkey:HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Services\Dhcp
  3. Click Permissions, click Add, type network service, and then click OK.
  4. Click to select the Full Control check box in the Allow column of the Permissions for NETWORK SERVICE box, and then click OK.
  5. Locate and then right-click the following registry subkey:HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Services\Tcpip
  6. Click Permissions, click Add, type network service, and then click OK.
  7. Click to select the Full Control check box in the Allow column of the Permissions for NETWORK SERVICE box, and then click OK.
I would suggest you to restore your default permission settings

How do I restore security settings to the default settings?

I would suggest you to restore your default permission settings

Hey.
Thanks for sticking with me. I tried both of these solutions before posting the topic, and also just again. They dont seem to do anything.

But I just noticed in the event viewer logs that the User Field is "N/A". Is this supposed to be the case?

Hey.

My computer isnt part of any domain. But I reset my Vista to factory settings and am in the process of reinstalling the programs I use. Everything is working fine now.
In the future I will make more use of backup tools.
