I deleted Account Unknown(S-1 -5-21 -.....) and now IE9 wont save anything

So about 3 weeks ago I noticed a few "Uknown Accounts" in my Security tab and I decided to delete them (like this guy Solved "Account Unknown" - Windows 7 Help Forums). Then about a week ago I decided to download several programs from CNET using Internet Explorer. Internet Explorer would commence the download and would then say the download could not be saved again and again, The actual file downloaded was a partial download. I tried and tried searching for a fix and finally gave up and decided to clean install Vista. That seemed to fix my download issue but then I had a look at the security tab and the Uknown Accounts were there I removed them once more and that in turn broke my ability to download files using internet explorer. I am pretty sure its a permissions issue because some programs don't install correctly. Please Help I don't want to do another clean install and have to re update Vista again (I have a really slow connection).

I tried already and it didn't work I also tried resetting IE to its defaults uninstalling and reinstalling it I'm out of ideas
