I can't download anything into the computer, it says atl71.dll not found

Please help, I can't download anything into the computer, there's always a window popping up saying atl71.dll not found. This problem starts after I ran a computer scan with ESET NOD32 Antivirus. Is there any relation between them? And also when I turn on and logged into the computer, there's also a window popping up saying something like error-alt71.dll not found reinstalling this file may solve this problem. I'm using Vista Home Basic.

First, please run SFC, and parse and uplod the logs. To do this, see this tutorial (sfc /scannow section, followed by the yellow box at the top) and now either upload or copy and paste into your next post the entire sfcdetails.txt file, now on your Desktop.
