Help creating a Boot Disk

I went to BootDisks.com and downloaded "Driver Free Disk for BIOS Flashing" then loaded it to a floppy and observed it go through its process and complete. However the floppy disk is empty. I did this twice. Same result.
What di I do?
My OS is Vista ultimate 32bit

Do you have the Vista DVD that came with the PC?

No it is OEM. But I am two days away from My new Build and will have the Retail version w/ DVD with that.
