FTP problem

Hello,
I am using vista home premium 64bit.I have a pppoe broadband connection.The service provider has a ftp server from where we can download open source softwares,free flash games,ebooks and etc.Now,the problem is when I try to download from the server,probably it is acting as a remote server.As a result I get normal download speed,the speed that I get downloading from the internet(only 21-22 kbps in my country).But as it is a local ftp server the speed should be around 100 mbps.I have tried downloading in windows XP,here I get 100 mbps or above and everything is normal.Other vista users in the LAN can also enjoy high speed downloading from the server.I have changed many settings but it is of no use.Can anyone help?

are you using a ftp client or ftp via a browser? also check that the port settings are correct on your firewall, and router if you have one.

I have used both.But,it doesn't make any difference.Can you please tell me what are the correct port settings and how to check them.I do not have a router.
