extend storage in primary partition

Good day, Sir/Madam

Sorry for asking window server question here, and I hope I can get some help here.

I would like to extend the local C (Primary partition) from 40GB to 100GB, but in Disk Management, I right click the local C, the Extend Volume is greyed.

I right click on Local D (Logical Drive), I can click on the Extend Volume.

May I know how make the Extend Volume in local C become ungreyed ? If can, I do not want to delete the local C and install again because it is a server and there is many configuration and important data inside.
