Hello Chilloh,

See if right clicking on the installation file and clicking on Run as administrator may allow it to install properly afterwards.

Did it install and run fine otherwise?

If so, then you can just manually create the shortcut and place it that location for a shortcut in the Start Menu.

no it appears before it installs completely.

The problem is that the C:\ProgramData\Start Menu folder is a hidden protected operating system file. You will need to take ownership of only that folder and allow your user account full permission. Afterwards, see if the program can install with the Run as administrator option. When finished change the folder owner back to System.
