Error 813 upon wakeup from sleep

When I wake my desktop up from sleep I get Error 813: You have attempted to establish a second broadband connection while a previous broadband connection is already established using the same device or port. Please disconnect the earlier connection and then re-establish the connection.

Problem is there is no connection established, this has been going on for about a week. I am using an old style wired DSL modem that requires a dial-up to get connected. Previously waking up from sleep it would not connect to the internet until I opened my IE browser, now it attempts to connect instantly and I am getting the error message. In "connections" it is checked to "dial whenever a network connection is not present" just as it has always been, it was set for an automatic connection. I thought it was probably a Windows update problem but I did a system restore to well before the problem started and it was still present. I can cancel the error message and connect manually, the connection is fine but it is starting to get pretty annoying as the computer is woken up from sleep several times a day. I tried manually disconnecting the connection before putting the computer to sleep but that didn't change anything. A Google search turns up nothing.

Any help with this problem would be greatly appreciated

did you change something in either the power plan or in sleep/hibernation? did something change in wake on lan, in sharing and networking?

No, I didn't manually change anything. If something changed in wake on lan or sharing and networking I am unaware of it.
