My wife's Toshiba Laptop with Windows Vista Home Premium 32bit has a problem. Upon startup it lags for about one minute or more and then appears to startup BUT then either "DCOM Server Process Launcher Terminated Unexpectedly" or "Plug and Play module Terminated Unexpectedly" appears in a small thumbnail window and then reboots itself only to go through the same process over and over. I can't even get into Windows in "Safe Mode" either to run any type of programs that might diagnose the problem. What can I do to fix this issue?
