Cursor Flickering Between Idle/Semi-Busy

I've been running Vista Business 32-bit on an HP Elitebook 8530p for a few months now and just recently this started happening:

Once it's all done booting up, the cursor goes between the idle and semi-busy (pointer + circle) states every second or so, which while not really being a "problem" so to speak is a hell of an annoyance.

The only things I've noticed that have been correlated with it are:

1) I run Symantec Endpoint Protection (our university requires it), and I've noticed that when the tray icon doesn't show up is when the cursor does its flickering

2) This used to work but as of late it hasn't as much: I'd run Registry Booster 2010 to fix errors in the registry and then restart, and then usually afterwards the Symantec tray icon would show up and the mouse would be back to normal, however there have been sometimes when it hasn't done anything lately.

I've run 4+ virus/malware/spyware/adware scans and nothing's come up, anyone have any ideas?

Don't use registry cleaners - it'll only make things worse.

I would suggest:
- downloading a fresh copy of the Symantec Endpoint Protection
- then use this link to remove the current copy: How to manually uninstall Symantec Endpoint Protection client from Windows Vista, Windows 7, and Windows 2008 32-bit
- then install the fresh copy.
