Hi, I am enquiring if it is at all possible to run a website without hosting? If I created my own website,would I be able to run it without hosting? A friend told me I could?? Can anyone explain this to me? Thanks Rip

The answer would be no. A "host" is basically a server where your domain resides. There is a ton of info on webhosting. Just google webhost.

You can just enable IIS on your Vista then forward port 80 of your router to your local PC so the site will be viewable from your external IP.

Here's the windows 7 tutorial, it's mostly the same procedure - Host a Website - IIS7.5 - Windows 7 Forums

This is the better option - http://www.microsoft.com/web/Downloads/platform.aspx

MS's web platform installer will set all the PC side up for you, all you will need to do then is work out the port forwarding from your router.
