Clip Organizer error 0x80070005

After having many issues w/ profiles not loading correctly, issues with printer that have now all been corrected....

No virus after adaware, spybot and mcafee. Vista 32 bit personal.

When one of my users tries to use Clip Organizer he can't and gets the error message:
Clip organizer cannot access the file. Access is denied. Error Code 0x80070005.

If they run as an administrater, everything works but I really don't want this person as an administrator nor to have pswd.

Note i did already try the following:
1. going under tools and choosing compact.
2. going to command prompt and typing slmgr.vbs which I have no clue what it was supposed to do, but it didn't work.

Thank you for finding an answer but I still need help.
This was the answer below BUT I get Access Denied when I tried to do it. Also is %ProgramFiles% just c:\Program Files folder? Is Everyone each individual listed which DID NOT include each individual profile user?

I am the administrator. How can I change it w/out access denied?

To resolve your issue, reset the NTFS permissions on the "%ProgramFiles%\Common Files\System" folder. To do this, follow these steps:
  1. Open Windows Explorer. To do this, right-click Start and then click Explore on the shortcut menu.
  2. In Folders view, expand the "%ProgramFiles%\Common Files\System" folder.
  3. Right-click the folder and click Properties on the shortcut menu.
  4. Click the Security tab.
  5. Add Everyone to the existing permissions, give at least Read permissions to Everyone, and apply these new settings to all files and subfolders.
  6. Click OK.

Let's try this...

Compact the main catalog. To do this, follow these steps:
  1. Click Start, point to Programs, point to Microsoft Office Tools, and then click Microsoft Clip Organizer.
  2. On the Tools menu, click Compact.
If compacting the main catalog does not eliminate the error, create a new main catalog by renaming the old one. Note that when you rename the file, you lose access to all clip property information that you added.

TIP: Always rename files instead of deleting them. That way you can return to your original files if the procedure does not work.

To rename the catalog, follow these steps:
  1. Click Start, point to Search, and then click For Files or Folders.
  2. In the Search for files or folders named box, type mstore10.mgc. Click Search Now.
  3. Right-click your Mstore10.mgc file, click Rename on the shortcut menu, and change the three-letter file name extension from .mgc to .old.

    NOTE: If your computer is used by more than one person or has more than one profile, be careful to rename only the Mstore10.mgc file that is in a subfolder of your personal user folder (the folder with your login ID). If you are on a network, ask for help from your network administrator if you do not understand how to find the correct file.
  4. Run Clip Organizer.

    Clip Organizer creates a new Mstore10.mgc file automatically.
After Clip Organizer creates the new catalog file, you must re-import any custom clips that you previously imported, and retype any clip property information that you manually created.

Oh, a tough customer, eh? LOL. Well... hmm... what if you create a new user? Would s/he be able to use the clip organizer then?

Did that too.

Before this happened I had an issue w/ user profiles not loading. Which I fixed numerous times to happen again. Then I finally created a new profile and copied old to new. I also realize that other profiles can't get clip art either. Once again the profile didn't load so I did a system restore which lost the new profile from the list while the directory still existed so once again I recreated their profile and copied old to new. I also created a random new profile to see what happens and they don't get clip art either unless you run as administrator. I also have all updates but will note that sp2 didn't originally install and I did it after other updates just recently. I even went into office and did "Detect & Repair".

Your initial response sounds accurate but I don't understand why I'm not allowed to make the changes suggested.

Vista has been one nightmare after another and sadly it seems like most fixes are temporary bandaids. I should've sent it back after having the pc only 2 weeks and needing to reinstall. I've never had these types issues before and I've even had an ME computer that's still running after 6/7 years.

Thank you again. finding help hasn't been easy on this one. Then again with Vista it never does.....
