I have Vista-64 bit. Can't save or "save As" any files in Office or IE downloads because windows don't appear. Suggestions? Google results reflect many people haveing the same problem.

My first thought goes to malware --- why don't you try running a couple of scans to see if you've got something infecting your system. Malwarebytes and Trend Micro are both free and excellent. Let us know the result.
