"Not responding" usually means there was no reply from your ISP when your email program tried sending the email. But it seems the ISP is responding to requests to receive emails.

There could be a problem in the account settings, in the options and settings dialogs for your email program. You need to find out from your ISP's web page what are the correct settings for their SMTP server. Maybe you should try phoning your ISP's customer support line.

Was it able to send replies before and only recently stopped working, or has it always refused to send emails?
If it only broke recently, maybe your settings are OK and it could just be a temporary problem with your ISP's server being down.

Also system restore shows "error" message whenever I try to reset to a different date

What does the error message say?
Are you sure System Restore was switched on, so it has been saving restore points?

Hi John,

Have a look in Services and make sure Microsoft Software Shadow Copy Provider and Volume Shadow Copy are both set to Manual - also, make sure thay are both started.

If they will not start, make sure the Remote Procedure Call service is set to Automatic and started.

See this tutorial for how to do it

http://www.vistax64.com/tutorials/59910-services.html

Then open System Restore and see if you can restore to a point before you started having this trouble.

Hope this helps
