Can't open run programs

When I go to open RUN and type a code the notepad will only flash for a second but doesn't stay open to do anything to it, how can I fix that, please get me some help, I will appreciate it, I'm new to Vista Home premium 64 bit and also when I transfered notepad files to my new vista it seems that those files got corrupted and I dont know how, it opens but it shows some indescifrable codes nothing can be read.

What exactly are you typing into the 'run' box, and why the reference to Notepad? Are you perhaps referencing a TXT file which you believe should open in Notepad as the default TXT handler?

If you can provide more detail about what it is you're typing, what you expect to happen, and what happens instead, someone may be able to help.

I go to RUN type the following "attrib -R %windir%\system32\drivers\etc\hosts" and the very first time I was able to modify it but couldn't save, after that when I tryed again it just flashes but doesn't stay open, I have done this to modify some programs on another PC's and didn't have any problem, respect to notepad files, I have some notepad files on a flash drive that I didn't had any problem with them on any of my pc's but as soon as I tried to install the on my new PC it just got bad, can't even open them on my other pc anymore.
