When I open any program/ shortcut I get this screen. I already tried this program.

When you run an .exe file on a Windows XP, Windows Vista or Windows 7-based computer, the file may start a different program

If issue persists, we can run a scan on the computer to check for virus or spyware. Restart the computer to normal mode. Refer the link to download Microsoft Security Essentials and Malware-bytes.

Malware-bytes: Malwarebytes : Malwarebytes Anti-Malware removes malware including viruses, spyware, worms and trojans, plus it protects your computer

Download and install the programs, run a complete scan using both the software’s.

It may be as easy as a one step process.
Try to reset the exe and lnk (LNK) associations.
Default File Type Associations - Restore

I worked, but now my issue is it cuts power during start up. I may have turned it off before a windows update was done installing.

If you turned off your computer before a Windows update finished installing, you will very likely have an unfinished update applied which destabilized your system. Try to see if you can boot into SAFE mode. When you first turn on the computer, press F8 like once ever second until you get the alternate boot up menu. From there, select to boot into safe mode with networking. This may restore your core essential files so that you can start up again normally the next time you reboot. If not, we can troubleshoot from there.
