Can't Install Any Programs

Hello Everybody

I'm new to the forum and seriously need some help. I have just purchased a Mesh Quad Core |Machine with Vista Business x64 Bit. Great machine, however i am having a nightmare with vista at the moment. I can't seem to install anything of the web. Programs that are on CD or accross the network have no issue installing, but anything off the web just closes without any error message when i try to install it. I have turned off the DEP entirely by going into DOS mode and setting the commands to 0. I have tried looking at all the file security settings, but have come up with nothing. It's really infuriating.

Just to clarify as well, they are 64bit compatible programs. The annoying thing is, if you download them on a xp machine then drop the install file into the vista shared docs it installs the program. Just seems to lock anything that comes of a browser.

Does anyone have any ideas?

Suggesting Helpful Hints:

1) Check your Browser (hopefully IE7, not IE8) for Add-Ons. Also PERMISSIONS.
2) If your new pc is used at work, check with the HelpDesk/IT/Administrator as downloads maybe be prohibited (limited Internet Access).
3) Seek help from a knowledgable friend or coworker.
4) Perform Virus -Spyware check in Safe Mode.
5) Try in "Command Prompt" running System Protection File Checker. that is
sfc /scannow to make sure you have the neccessary files in place and not corrupted.
6) Last, back up all your files and programs and re-install Vista Business edition 64bit.

thanks fore the advice. I am the main IT Guy and the we don't work on a domain where downloads would be restricted, good point though.
Regarding the scan on that now and half way through.
Regarding scanning with anti virus ertc i can't get anything installed to actually do that at the moment.
I have consequently wiped the pc twice as well trying to find this fault. Really scratching my head on this one.
