Can't delete

Can someone please help I have two files (exe, probably installed from the internet) which windows Vista will not allow me to delete despite having an administrator's account. I can rename or move them but can't delete them. Also, and possibly related, my bin doesn't seem to be working correctly when I empty it it doesn't make that satisfying sound anymore and the icon still shows it as full?

Check the security tab in the properties of the file you are trying do deleted. Goto the control panel then sounds then scroll down to windows explorer and make sure windows recycle.wav is selected for the sound.

Thanks, I tried that but don't seem to be able to change any of the settings.

When I try to delete I get the message - don't have permissions for the destination folder - or similar, I'm at work at the moment and can't remember the exact message. It seemed a strange message to me as the destination folder is the bin?

try with a program called unlocker (google it) it's helped me a few times when this happend
