After resolving memory issue, IE8 flashes and blinks

A bit of history, computer stopped functioning. I ran a memory diagnostic, and it reported some memory problems. So I orderd new memory, going from 1 to 2 G, and had no problems installing it. Everything was working fine until I opened IE8 and it flashes and blinks. So I unistalled IE8 and reinstallled, that didn't fix it. I then ran another memory diagnostic. That showed nothing. Then I ran the Memory tool, that shows nothing. I have updated my Dell Bios, and it still flashes and blinks. I am running Vista Ultimate 32-bit. This does not happen when I use Google or Firefox. Any ideas? Anything???? HELP!!!
