Administrative Policy Setting

I can't install Suns VirtualBox nor MS Virtual PC because an error says the administrator has set policies that prevent this. Other software installs fine. I am using an "administrator" account and have even tried the true administrator account. No luck. The 1000's of articles on the internet tell many ways to ddo this, but no luck. I really am pulling out the last of my hair!

I don't know which exactly blocade cause this but try reset all security settings
