3) go to device manager - "says - page can not be found
basically cant get to anything in the = system maintiance - system -
when i click that is says "pg cant load
You might see if doing a System Restore using a restore point dated before this problem may be able to fix it for you.
To be safe, I would recommend that you run a very thorough antivirus and anti-malware scan to help be safe. This sounds like it could be the works of some form of malware.
If the above does not help, then other than a clean reinstall of Vista, you might try a Repair (upgrade) install.
