Need help, major Vista problems with boot

So, i'm posting this in General Discussion because i'm having so many problems it could go under any category.
I'm working on my Friends computer, Windows Vista Home Premium 64Bit. The neighbor kids got on it, and took out their anger on my friend on it by doing all kinds of thing on it, problems are listed below.
Heres the issue: The computer would will boot. Not in safe mode, not in any mode. Some times it gets as far as the login screen, then freezes, once or twice I got to log in, then as soon as I clicked something, BSoD.
I have tried USB antiviruses, by booting from USB and running an antivirus, they all freeze or lock up. I have tried startup repair, it freezes all the time before it completes. The kids removed system restore, so thats not an option. They somehow removed the factory reset also, it says the factory reset data is not found. All tests or programs I try to run from USB freeze, or BSoD after some time. I am out of ideas of what to do. Each time I get a BSoD, its a different problem. Sometimes it says memory error, sometimes its a service error. When I try to boot in safe mode, it gets stuck loading the drivers and eventually just freezes.

Does anyone know a bootable program I can put on USB to fix this? This is the only option I know of that would work, we don't have a Vista CD either. I've tried the "Boot Repair Disk 64 Bit", the "Bitdefender Antivirus Bootable CD", and countless others. I am going to go back and try to fix it with other bootable programs tomorrow, but i'd like to know if anyone here could give me some tips or a software that would work for sure.

Post here and ask Peter (Ex_Brit) to send you the link to the versions of Vista you need, 32 or 64. Include your E-mail address mucked up, like abc at xyz DOT com then edit your post and remove it as soon as you receive the link.

The ISO Peter provides has both SP1 and SP2 applied.

STEP THREE
To Create Vista Installation DVD or USB Flash Drive with ISO File

During the install, when asked for the key, don't enter it. You will then be given a menu where you can chose the version you want to install.

Activate once the install is completed.

Edit: Backup any data as it will be wiped during the re-install.

Bad news...
I can't even re-install Windows.
I get a BSoD whenever I try. I cannot even format the hard drive. I tried a Hard Drive nuker, and it said there was errors so it was unable to remove everything from the drive.
The Windows Vista installer loaded, but before I could do anything I got BSoD. Multiple times.

Could this be a hardware problem? I actually think it isn't, because I can run my Mini Windows XP from USB just fine. Its as soon as I try to run an antivirus from it, to search the drive for viruses that I get BSoD. Its like as soon as I try to access it I get BSoD. But on the other hand, I have been able to log into the computer before, but as soon as I try to run an antivirus or a software to fix it, I get BSoD.

This was done to the computer deliberately like I said earlier, so you might have to think like an evil computer geek would. :(

Any ideas? I'm out of them. If I can't fix it, my friend is going to call their computer repair guy.

Use Linux Mint or any other live cd to boot with and save your files first.
MalwareBytes Anti-Malware have a portable version you can run from a USB stick that should help.

I've tried booting an OS from USB and running an app from it, like I said I get BSoD as soon as I try to access the hard drive. I tried running Mini Windows XP, as soon as I opened an antivirus I got BSoD. Maybe, I could try a disguised antivirus. Malwarebytes Chameleon might work, but I'm not paying for it. If anyone has the ISO for MalwareBytes Chameleon to run from USB I could try that. I don't have anything on the computer I care about, I just need to get it working again.

If you boot with a live CD on a USB Stick can you do anything if you stay out of the drive with the problem?
Access the bios and change the boot order to usb first

Yes, I can do anything as long as I do not access the drive. If I open a program that tried to access the drive I have BSoD. Can you link me to the files?
