Problems Installing Service Packs

I am using Windows Vista Home Premium 64 bit and I am having problems trying to get service packs installed. I attempt to install SP1 but it says it's already installed, then I try to install SP2 and it says that i need to install SP1. '

I've already tried:

Turning off any antiviruses

Utilizing windows update (It's stuck installing KB971029 + KB940157 over and over)

Running the System Update Readiness Tool (it didn't solve the problem)

The SP1 update has been failing to install quite regularly for a few years. Ideally you should download it from here: https://www.microsoft.com/en-us/download/details.aspx?id=21299

However if you are recovering from a factory image, you may face the difficulty that the Microsoft website no longer supports IE7. One possible alternative was suggested by me in http://www.vistax64.com/windows-updates/303721-vista-sp1-catch-22-a.html.
