What Anti -Virus application or security suite is installed and is your subscription current?
What anti-spyware application other then defender.

I tried that before and I've done it again. No dice. I believe there is a corrupted browseui.dll, but SFC can't repair it. Any other suggestions?If nothing has worked, I think the problem goes beyone Update. I think it might be registry or even the OS itself.

Then click of fix updating. If that does not work, I think we may have to do a repair install or even reinstall.
