Problems about !! 0xc0190036 !! - HELP!

A couple of days ago I accepted a Windows Vista upgrade on my Satellite U300 laptop and since then my computer cannot operate. It tried to self-diagnose itself, it tells me to shut down the computer and restart. I do this and then the !! 0xc0190036 !! 4099/69249 (Security-Licensing-SLC-Component-SKU-Home...) appears with a black background. I tried to run the Product Recovery disk but the computer would not run it.

Can anyone offer me any useful tips?
