Windows has blocked some startup programs...

Ok the past few days on startup I've been getting the little popup balloon saying "Windows has blocked some startup programs" and its always Microsoft Security Client User Interface (Security Essentials). This is really annoying and I want MSE to run when I log on but in the background

I've tried everything to enable this including configuring startup programs in msconfig, uninstalling/reinstalling MSE multiple times, and I even made a custom task to run MSE on startup (which now opens the program up every time and I can't figure out how to disable the task) but nothing stops that little balloon and Windows from blocking MSE.

I've tried to access Software Explorer in Windows Defender but Defender is turned off and when I turn it on, it freezes. Is there a way to turn off User Account Control? I'm the only person ever using my laptop so it is just an annoyance

What programs are being blocked? Perhaps it is detected infected programs.

Run a full scan with your anti virus, be sure to update first. Since the Anti Virus seems to be the problem, see if you can use one of the online scanners, such as Norton. Download nothing, just scan.

If that does not work, download and run a full and updated scan with malwarebytes.

Ran multiple online scans that found nothing, Malwarebytes did not find anything either.. this is a brand new operating system installed just 2 weeks ago so there is barely anything on it. Microsoft Security Essentials is the only antivirus I have. After installing Malwarebytes, I restarted the laptop and now Windows is blocking both Malwarebytes and Microsoft Security Essentials on startup.

When I try to turn Windows Defender on, it freezes and says, "Windows Defender encountered an error: 0x800106ba. A problem caused this program's service to stop. To start the service restart the computer or search help and Support on how to start a service manually." When I uninstall Security Essentials, Defender works fine and does not freeze.

Edit: I just noticed in msconfig under the startup tab that Malwarebytes is listed twice, one is enabled and the other disabled

Defender is included in MSSE, it is not suppose to turn on when you have Essentials
The double Malwarebytes is problably a second install, dont worry about that.

Just thought it might have something to do with the problem since it was freezing consistently.. any ideas why these programs are being blocked? I have them set to Run as Administrator

Should be helpful, but as is usual with Micrsoft, it just misses the point entirely!
What we need to know is how to disable the blocking - not the stuff that is obvious!

Other than disabling UAC (User Account Contol) entirely (msconfig.exe > Tools > Disable UAC) there is a neat Solution:
Run the blocked program as a Task in Task Scheduler (to run at startup)!

In my case the blocked program is Startup Defender from Zards Software.
Blocking it at startup meant that it could not function when it was needed most!
