ok here is my problem my uac is locked and my windows firewall security has locked my security levels icant change anything my wife changed user profiles and deleted the old i cant trun off firewal or use uac due to not having admin privileges can u help pls i want access to my computer back

Firewall security does not lock you out from the accessing the system or using administrative priviledges (it's something quite different). UAC may be involved, but most likely you've simply removed all administrator accounts from the system and so cannot bypass security for things that require administrative access.
If you have no enabled, active administrator accounts (or even if you do and they aren't working) on the computer, then try the following: http://www.vistax64.com/tutorials/67567-administrator-account.html. You may need to use Safe Mode to do it if you have no Administrative accounts enabled and deleted the one you did have before creating another. Once you log into this account, repair your normal user accounts (change passwords or make them administrators or whatever you need to do) and create several Administrator accounts with passwords you will remember. Remember to disable the built-in Administrator account when done so it will be there if you need it again (and since it is a security risk to keep it enabled all the time).
