Firewall shutdown

I recently did a recovery on my laptop...its OS is Vista sp1...since the recovery, the firewall shuts down without warning. I get notification in the tray...but it keeps happening. Anyone have any ideas?

Yes, it is the windows firewall...I've looked for any settings that need changing with no luck.

the system restore went without a hitch...and the firewall works, I just need to turn it on everytime I reboot.
