Unless this has already been posted, I just downloaded the latest build (v2.4.3.11) of SphinxSoftware's free Vista Firewall Control. I 've been using the earlier version for about 2 months and it does a pretty good job of controlling outbound traffic in Vista's firewall. Its free and pretty easy to figure out. You can get the latest version here :

They have 32bit and 64bit versions. I have had no problems with the program at all on Vista Home Premium x64 SP1.
